Provincial level work

TECSES operates in Karnali, Sudurpashchim, and Madhesh Provinces, where learning outcomes are among the lowest and school dropout rates are high. In 2025, TECSES will expand its activities to Madhesh and Sudurpashchim, building on the foundation established in Karnali. 

To ensure effective implementation, consultation visits have been conducted in all three provinces, engaging local ministers, provincial officials, PETC staff, and university representatives to align TECSES activities with local education priorities. In February 2025, TECSES hosted a workshop in Karnali, bringing together representatives from the Karnali Provincial Government, local governments, universities, development agencies, and schools. The event brought people together to share knowledge and collaborate on teacher education. 

Strengthening Provincial Coordination

TECSES Provincial Offices collaborate with key government institutions, including HRDC, PETC, and the Education Development Directorate through MoSD (Ministry of Social Development), to strengthen teacher education systems. The project supports efforts to enhance the capacity of PETCs and participating schools to promote inclusive and high-quality teaching. TECSES provincial teams provide expertise and oversight, ensuring activities align with provincial school education sector plans, annual work plans, and budgets. 

TECSES also provides technical assistance to PETCs, helping them build the skills and resources needed to deliver effective teacher education programs. Successful approaches and best practices can be adapted and expanded to other provinces. 

Sustainable

Inclusive Education and Digital Training

TECSES supports the implementation of an inclusive education in-service training program, starting in Karnali before expanding to the other two provinces. In the first year, in collaboration with CEHRD, PETC trainers will be trained to deliver the program to teachers. In the second year, the program will be extended to resource teachers and basic education teachers in Karnali. Based on implementation experiences and necessary refinements, the program will then be scaled up to Sudurpashchim and Madhesh. 

Our Provincial Team in Karnali will support HRDC in establishing a Provincial Digital Training Center, enhancing digital training capacity across 10 lead schools in Karnali. The team will also assist the Education Development Directorate in developing a structured teacher career development system and promoting gender-sensitive, inclusive teaching and learning through the GIEN (Girls and Inclusive Education Network) network.
