Local level work

TECSES works to strengthen local governments (LGs) and schools by helping them plan and carry out effective education programs, including teacher professional development and management.

TECSES provincial teams collaborate with Local Education Units (LEUs) in selected rural municipalities and municipalities. This collaboration strengthens LEUs abilities to develop local school education plans, annual work plans, budgets, and annual reports. TECSES also provides expert support for teacher training and financial assistance for meetings and training sessions.

TECSES supports the recruitment and training of pedagogical resource persons in selected municipalities. For the first three years, TECSES will provide partial funding, based on a Memorandum of Understanding (MoU) with provincial and municipal governments. The viability of this support will be evaluated in the project's first year.

TECSES further supports LEUs in developing mentoring and teacher support systems at both municipal and school levels. This includes:

• Updated training for roster-trained and subject expert teachers
• Formation of teacher circles and professional networks to share knowledge and skills
• Piloting and institutionalizing teacher support systems and inclusive education practices in target schools

TECSES provides tools for supervision, coaching, and mentoring to improve teaching practices, create inclusive school environments, and enhance student learning. The project also trains School Management Committees (SMCs) and Parent-Teacher Associations (PTAs) to promote inclusive, quality education.

TECSES provincial teams will work to expand successful teacher support systems to other schools and promote inclusive education beyond the project areas. The project also encourages LEUs and schools to use available resources to improve teachers’ skills and create student-centered classrooms.
