Introducing Padam Mahar: Supporting Inclusive Education through TECSES

Padam Mahar is the Inclusion and Teacher Training Advisor for TECSES, representing FCA Nepal. He brings more than 22 years of experience in leading inclusive education initiatives across several international organizations. As a person with a disability, Padam also brings valuable personal insight into the work of building more inclusive systems.
Throughout his career, Padam has worked on designing and implementing large-scale inclusive education programmes. His work has focused on areas such as Universal Design for Learning (UDL), accessibility, digital learning, and inclusive pedagogy. He is a strong advocate for disability-inclusive development and believes that inclusion should be part of existing education systems.
In his role with TECSES, Padam will work closely with the federal government, universities in Nepal, provinces, and local municipalities. His goal is to support efforts that make education more inclusive and accessible for all learners.

“Inclusive education ensures that all learners—regardless of their background or disabilities—can learn together in mainstream education settings. Key strategies include improving teacher training to address diverse learning needs, using a whole-school approach to promote collaboration and inclusion, and applying Universal Design for Learning to present information in multiple ways. They also involve using assistive technologies and strengthening monitoring and support systems to help schools achieve inclusive education.”
Through his experience and dedication, Padam will help strengthen TECSES’s work to promote inclusive and effective education throughout Nepal.
